The signed 2026 Federal Government Appropriation Act by the Bola Tinubu administration has run into a major transparency storm following glaring evidence of budget padding within the National Sports Commission (NSC) allocation.

 

The controversy centers on a massive ₦6.4 billion line item legally locked into the budget for a “Special Presidential Support Group” to oversee the 2026 World Cup Qualifiers. Because the qualification matches wrapped up long before the 2026 budget implementation cycle took effect, experts point to this as an undeniable case of criminal budget padding—charging taxpayers billions for past, completed tournaments.

 

Public finance watchdogs state that the inclusion of the ₦6.4 billion qualifier allocation is a textbook example of “copy-paste” budget padding, rather than drafting a budget based on the actual 2026 sporting calendar, officials recycled obsolete funding strings from previous fiscal cycles to artificially inflate the commission’s total statutory envelope.

The scale of the padding becomes even more stark when compared to the meager funding left for actual sports development. While the obscure, obsolete “Support Group” line item commands ₦6.4 billion, the entire Nigeria Football Federation (NFF) receives just ₦2.31 billion for all football operations across the country in the 2026 fiscal plan.
