BREAKING: Identity Of Russian Blogger Vladislav Luilkov Behind African Women Leaked Video Scandal
Ghanaian authorities have confirmed the release of the passport of Vladislav Luilkov, 36, a Russian man accused of secretly recording intimate encounters with African women without their consent.
Officials say they are working with Interpol to extradite him back to Ghana to face charges if he ever leaves Russia.
The case has sparked widespread outrage after videos allegedly involving Ghanaian women circulated online earlier this month. Authorities say the suspect, reportedly a self-styled blogger, may have used smart wearable technology to discreetly record video and audio during private encounters.
Investigations indicate that he may have approached women in public places before arranging private meetings, and similar allegations have been reported in Kenya, raising concerns about the regional scope of the case.
This development follows Ghana’s earlier summoning of the Russian Ambassador to Ghana, Sergei Berdnikov, after the scandal first surfaced. The Ministry of Foreign Affairs formally registered Ghana’s concerns and demanded cooperation in tracking down the suspect. Ambassador Berdnikov reportedly acknowledged the violation of victims’ privacy but said Russia could not confirm the man’s nationality or identity.
Ghanaian authorities have stressed that the suspect may have already left the country, but said this does not diminish the seriousness of the allegations. Sam George, Ghana’s Technology Minister, noted that all available resources, including international cooperation via Interpol, are being deployed to ensure Luilkov faces prosecution. Officials added that the suspect could be tried in absentia if he fails to return.
Under Ghana’s Cybersecurity Act 2020, publishing explicit images or videos of individuals without their consent carries penalties of up to 25 years in prison. Authorities say the government remains committed to combating online abuse and protecting victims’ privacy in line with these laws.
The Russian Embassy has pledged ongoing cooperation with Ghanaian authorities as investigations continue. Meanwhile, the controversy continues to draw attention across Africa, highlighting the challenges of prosecuting online sexual exploitation that crosses national borders.
