CANADIAN PERMANENT RESIDENCY: Canada invited 3,350 Express Entry Candidates to apply for PR in its April’s draw

The Canada Government invited 3,350 Express Entry candidates to apply for Canadian permanent Residency (PR) in a new draw held on April 17. This is contained in the country’s recently released monthly newsletter.

According to details provided in the newsletter, the Immigration, Refugees and Citizenship Canada (IRCC) used its tie-break rule in the April 17, with the time and date set at 15:01:49 UTC on April 2, 2019.

This means that all candidates with a CRS score above 451, as well as those candidates with scores of 451 who entered their profile in the Express Entry pool before this date and time, received an ITA in April’s invitation round.

About the tie-break rule 

The tie-break rule, which was introduced in 2017, ranks candidates with the same Comprehensive Ranking System (CRS) score following the submission of their profiles to the Express Entry pool. The tie-break procedure prioritises those candidates whose profiles have been in the pool longer.

It is important to note, however, that a candidate’s CRS score remains the primary factor in determining his or her ranking in the pool. When Canada introduced the tie-break rule in June 2017, IRCC disclosed that the purpose was to help the Government better manage invitation rounds.

Comprehensive Ranking System (CRS) score increased to 451

Nairamtrics earlier reported that though CRS score dropped to the 438 in the first quarter of 2019, the cut-off in the April 17 draw rose to 451.

It was reported that Express Entry candidates who want to improve their ranking in the pool, may have a number of options for increasing their score; with the most valuable being a provincial nomination.

Canada’s Express Entry system is dynamic such that a candidate’s Comprehensive Ranking System score isn’t fixed but may be improved if she or he is willing to put in the effort.

According to David Cohen, senior partner with the Campbell, Cohen Canadian immigration law firm in Montreal:

“IT WOULD HAVE BEEN NICE TO SEE THE DRAW SIZE GO UP AND THE CUT-OFF SCORE COME DOWN, BUT WE STILL HAVE A LONG WAY TO GO THIS YEAR.
“GIVEN CANADA’S HIGHER ADMISSIONS TARGETS FOR THIS YEAR AND 2020, THERE’S STILL THE POSSIBILITY THAT IRCC WILL HOLD BIGGER OR EVEN MORE FREQUENT DRAWS IN THE MONTHS TO COME AND THAT COULD HAVE THE EFFECT OF LOWERING THE MINIMUM SCORE.”

About Express Entry System 

The Express Entry system manages the pool of candidates for three of Canada’s main federal economic immigration programs — Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class.

Eligible candidates for these categories are entered into the Express Entry pool and assigned a ranking score based on factors such as age, education, work experience and proficiency in English or French.
